Teröristler çaldıkları çok gizli teknoloji ile,istendiği zaman bir ölüm makinesine dönüşebilen yeni model bir Evrensel Asker yaratmışlardır. Teröristler öldürücü radyoaktif bulutları salmakla tehdit ederek arızalı olan Çernobil nükleer reaktörünü almışlardır.Onları durdurabilecek tek bir kişi vardır: Yıllar önce görevden alınan Evrensel Asker Luc Deveraux. Yeniden aktifleştirilip eğitilir. Ancak Deveraux’un bilmediği bir şey vardır. Eski düşmanı Andrew Scoott da gizli bir şekilde eğitilerek onunla savaşmaya hazırlanmaktadır. Milyonların kaderi birbiri ile savaşmaya can atan bu 3 ölüm makinesinin elindedir.
